Meta ads for local businesses — a beginner’s setup guide

Meta ads for local businesses — ads on Facebook, Instagram, Messenger and WhatsApp — are one of the quickest ways to put a clinic, salon, gym, contractor or restaurant in front of nearby customers. People aren’t searching for you when they see the ad, so the job is to catch the right people with the right offer and make it easy to act.

Most failed local campaigns don’t fail because of the ad itself. They fail because of setup: the wrong objective, tracking that doesn’t work, targeting that’s too narrow, or leads that nobody follows up. This guide covers the setup step by step, so your budget goes into reaching customers rather than fixing mistakes.

When Meta ads make sense for a local business

  • You have a clear, appealing offer — a first consultation, a trial class, a seasonal service, a new menu.
  • Your service is visual or emotional — results, spaces, food, transformations and people work well in a feed.
  • You want to create demand, not only capture people already searching.
  • You can follow up quickly on enquiries by phone, WhatsApp or SMS.

If customers mainly find you when they urgently need something (“emergency plumber near me”), search ads and your Google Business Profile usually come first — see Google Ads for small business. Many local businesses use both: search for urgent demand, Meta for everything else.

Step 1: Set up the accounts properly

  1. A Facebook Page and an Instagram professional account for the business, with current contact details, hours and photos.
  2. A business portfolio in Meta Business Suite, owned by the business owner — not by a freelancer’s or agency’s personal profile.
  3. An ad account inside that portfolio, with the correct currency and time zone (these are hard to change later).
  4. People and partners added with the access they need, so you never have to share a login.
  5. A payment method and, where offered, business verification.

Step 2: Install tracking before spending anything

Meta’s delivery system learns from the results you tell it about. Without tracking, it optimises for cheap clicks rather than real customers.

  • Meta Pixel on your website, to record visits and key actions.
  • Conversions API, which sends the same events from your server or CRM, so fewer conversions are lost to browser and privacy restrictions.
  • Standard events for the actions that matter: Lead, Schedule, Contact or Purchase.
  • Domain verification in your business settings.
  • A test of each event using Meta’s Events Manager before you launch.

Many CRMs and booking tools, including GoHighLevel, can send leads and appointments back to Meta, so the system learns from booked customers rather than just form fills.

Step 3: Choose the right campaign objective

Meta organises campaigns around six objectives: Awareness, Traffic, Engagement, Leads, App promotion and Sales. For most local service businesses the choice comes down to three:

  • Leads — the usual starting point. Collect enquiries through an instant form, a website form, Messenger, WhatsApp or calls.
  • Engagement (messages) — start conversations on WhatsApp, Messenger or Instagram Direct. Very effective in India, where customers are used to chatting with businesses.
  • Sales — for businesses that take bookings or payments online, once tracking is reliable.

Avoid Traffic campaigns for lead generation. They find people who click, not people who enquire.

Step 4: Set local targeting that isn’t too narrow

  • Location: target the area you genuinely serve — a radius around your premises or a list of cities and postcodes. Choose people living in or recently in the area, depending on your business.
  • Age and language: set these only where they truly matter.
  • Interests: keep them broad, or let Meta’s Advantage+ audience find people for you. Over-narrow interest stacking usually raises costs.
  • Custom audiences: website visitors, people who engaged with your Page or Instagram, and your customer list (uploaded with consent).
  • Exclusions: existing customers, if the offer is only for new ones.

Step 5: Instant forms vs your website

Instant forms open inside Facebook or Instagram, pre-filled with the person’s details, so they convert easily — sometimes too easily, bringing in people who barely remember submitting. Website forms take more effort but usually bring in more committed leads.

  • Use the higher intent form type, which adds a review step before submission.
  • Ask one or two qualifying questions — the service needed, the area, or when they’d like to start.
  • Write a thank-you screen that tells people exactly what happens next.
  • If you send people to your website, use a focused landing page with one action, not your homepage — or offer something useful in exchange (see these lead magnet ideas for service businesses).

Step 6: Create ads that feel local and real

  • Show your real business — your team, premises and work — rather than stock imagery.
  • Lead with the offer and the outcome in the first line and the first second of video.
  • Use vertical formats for Stories and Reels, and square or vertical for feeds.
  • Name the area naturally (“for homeowners in Jaipur”) so locals know it’s for them.
  • Prepare a few variations — different images, hooks and offers — so Meta can find what works.
  • Keep it honest: no exaggerated claims, before-and-after promises you can’t keep, or anything that breaks Meta’s advertising standards.

Step 7: Structure and budget

Beginners often split a small budget across many campaigns and ad sets, so none of them gets enough data to learn. Start simple: one campaign, one or two ad sets and a handful of ads. Give it time to exit the learning phase before judging, and change one thing at a time.

The right budget depends on your area, your competition and what a customer is worth to you. Work backwards from the number of new customers you need and what you can afford to pay for each one.

Step 8: Follow up fast — this is where the money is

A Meta lead is someone who was scrolling a moment ago. Contact them quickly and they remember you; wait until tomorrow and many won’t (more on this in our guide to speed-to-lead). Set up:

  • Leads flowing instantly into your CRM rather than sitting in a downloadable spreadsheet.
  • An automatic WhatsApp or SMS reply with a booking link the moment a form is submitted.
  • A notification to the person who calls leads back.
  • A short follow-up sequence for people who don’t book straight away.
  • Missed-call text-back for leads who call while you’re busy.

This is exactly what a CRM like GoHighLevel is built for — see what GoHighLevel is and how businesses use it.

Step 9: Measure what matters

  • Cost per lead — useful, but not the goal.
  • Lead-to-booking rate — how many leads actually book.
  • Cost per booked customer — the number that decides whether ads are working.
  • Lead quality notes from whoever answers the phone.

Cheap leads that never book are expensive. Judge the campaign on booked customers and revenue, not clicks.

Common Meta ads mistakes local businesses make

  • Pressing the “Boost post” button instead of building a campaign with a clear objective.
  • Launching without a working pixel or Conversions API.
  • Choosing Traffic when the goal is enquiries.
  • Targeting a tiny audience with stacked interests.
  • Stock images and generic copy that could belong to any business.
  • Changing settings every day before the campaign has data.
  • Leaving leads uncontacted for hours.
  • Running ads to a profile with few reviews — social proof matters, so see how to get more Google reviews.

Frequently asked questions

Yes, especially for businesses with a clear offer and a visual or personal service, such as clinics, salons, gyms, restaurants and home services. Results depend on proper tracking, local targeting, real creative and fast follow-up on leads.
